Set in an alternate reality taking place at the height of the Cold War, the Soviet Union has successfully seized control of northern Japan and isolated it from the rest of the country. Hiroki, a young boy who lives close to the south of the strait that divides the two areas, finds himself intrigued by the mysterious tower the Soviets have constructed on the distant island. Fascinated, Hiroki and his friend Takuya plan to build a plane that will take them to see it. As they work on their project, a girl named Sayuri eventually becomes a part of their group and joins in their promise to fly to the tower. This promise, however, goes unfulfilled when Sayuri mysteriously disappears during the summer.
